Crisis Management vs. Reforms
Governments are often judged by how well they react to crises like disasters, conflicts, and law enforcement issues.
While reacting to crises is necessary, it only addresses immediate problems and does not secure long-term solutions.
True leadership focuses on reforms, which shape governance for the future and create lasting impacts.
PM Modi emphasizes the need for structural reforms over temporary fixes, particularly in the Ministry of Home Affairs (MHA).
Shifting Focus of MHA
The MHA was previously seen as a crisis-response body, stepping in during riots, insurgencies, or other emergencies.
In recent years, the MHA has shifted its focus towards building a robust security infrastructure to prevent threats before they escalate.
The Ministry is working on strengthening counter-terrorism laws, modernizing agencies, adopting advanced technology, and improving intelligence coordination.
These efforts are aimed at creating a future-ready security architecture for India rather than just reacting to immediate crises.
Legislative and Structural Reforms
The MHA has introduced over 27 significant legislative reforms since 2019, which help in shaping India's security framework.
Laws like amendments to the NIA and UAPA Acts have been introduced to strengthen counter-terrorism measures and financial restrictions on terror groups.
In addition to strengthening anti-terror laws, the MHA has revamped the criminal justice system through new criminal laws and systems like the Crime and Criminal Tracking Network and Systems (CCTNS).
The Ministry has also increased its investment in police modernization, the establishment of forensic laboratories, and the creation of the National Forensic Sciences University.
Impact on Internal Security
As a result of these reforms, there has been a significant decrease in violence across conflict zones such as Kashmir, the North-East, and Naxal-affected areas, with violence dropping by 70%.
The MHA's peace initiatives, including the dilution of Article 370 and peace agreements in the North-East, have led to political stability and improved security.
Naxal-affected regions are witnessing social transformation due to improved security and development efforts.
The MHA’s shift to proactive measures has contributed to a safer and more stable internal security landscape in India.
