Who Are Scheme-Based Workers (SBWs)?
The government employs millions under social welfare schemes like ICDS, NRHM, and Mid-Day Meals.
Workers include Anganwadi Workers (AWWs), Anganwadi Helpers (AWHs), ASHAs, and Mid-Day Meal Workers (MDMWs).
These workers help in child care, nutrition, health outreach, and school support.
What Are Their Main Issues?
Despite their important work, they are not given formal “worker” status.
They are denied minimum wages and social security like pensions and insurance.
They have protested using strikes, legal cases, and public campaigns.
Legal and Union Support
Trade unions like AITUC, BMS, and CITU support their struggles.
Courts have gradually started recognising some rights, like gratuity and minimum wages.
The Gujarat High Court in 2024 asked for a policy to regularise AWWs and AWHs as Class III and IV government employees.
Government’s Response and Current Struggle
The government cites high cost as a reason for delaying action.
There’s also concern about privatisation of schemes like ICDS.
Workers want recognition, not applause – demanding identity as workers and proper pay, not just honorariums.
