Researchers studied 173 whale-bone tools and fragments from caves near the Bay of Biscay.
These tools were made by Late Paleolithic people using bones from at least five large whale species.
The use of whale bones for tools increased significantly between 17,500 and 16,000 years ago.
No evidence of whaling technology exists from this time.
Scientists believe people scavenged stranded or floating whales instead of hunting them.
They likely also used whale carcasses to extract oil and baleen.
