Grants from the Union to certain States
(1) : Parliament can charge the Consolidated Fund of India with sums to provide grants-in-aid to states that need assistance.
Different sums can be fixed for different states.
Grants can include capital, recurring sums, and costs of development schemes.
The President can exercise the powers conferred on Parliament under clause (1) by order
