Proposal
Opposition leaders in the Rajya Sabha Derek O'Brien and Manoj Kumar Jha introduced separate Bills to make Parliament sit for a fixed number of days each year.
O’Brien's Bill proposes 100 sitting days, while Jha's Bill suggests 120 days.
The Bills aim to reduce disruptions and ensure Parliament works efficiently.
The idea of fixed sittings was discussed in 1955 and reinforced in 2002 by the National Commission to Review the Working of the Constitution.
Jha's Bill includes proposals for longer sittings, an additional short session, and separate discussion of Opposition business.
Coaching Institutes Bill Controversy
The Union Education Ministry opposed the introduction of a Bill regulating coaching institutes, citing that education is a subject in the Concurrent List, meaning states should regulate coaching centres.
Despite objections, the Bill was introduced in the House after Opposition insistence.
