Sohan Koul – Kashmiri novel Psychiatric Ward.
Paul Kaur – Punjabi poetry book Sun Gunvanta Sun Budhivanta: Itihaasnama Punjab.

Each recipient received ₹1 lakh, a plaque, and a shawl.
