It suggested that 10-15% of State budgets should be allocated to strengthen basic rural facilities like water, health, and education.
While acknowledging that libraries promote knowledge of history, culture, and democratic values, the judge emphasized the urgency of basic needs.
The court decided that the choice between libraries and basic infrastructure should be left to government policymakers.
It disposed of the petition but encouraged States to take effective steps, including promoting e-libraries through CSR (Corporate Social Responsibility) funds.
