Annual reports from the commissions for SCs, STs, and OBCs have not been made public for up to seven years.
The NCSC and NCST haven’t submitted reports to the President for two years; NCBC hasn’t for three.
These commissions are required by the Constitution to report yearly on the implementation of safeguards for these communities.
The reports help shape policy decisions on reservation, creamy-layer rules, community categorization, health, and infrastructure.
Some reports have been submitted to the President but not yet tabled in Parliament, such as NCSC’s 2022–23 report and five NCST reports from 2018–23.
For reports to be public, they must be laid in Parliament with action-taken responses from the government.
Officials cite delays in compiling action-taken reports and limited resources as reasons for the backlog.
Commissions claim current and upcoming reports are being printed or drafted and will soon be submitted.
