The Supreme Court ruled that Group A officers of Central Armed Police Forces (CAPF) from 1986 onwards are now officially recognised as “organised services” for all purposes.
The court said deputation of Indian Police Service (IPS) officers in senior CAPF posts should be reduced gradually within two years.
This judgment allows service and recruitment rules to be changed to give CAPF officers all benefits of Organised Group A Services within six months.
Currently, 20% of Deputy Inspector General (DIG) and 50% of Inspector General (IG) posts in CAPFs are reserved for IPS officers.
The ruling is expected to help about 13,000 CAPF officers.
CAPF officers currently take longer than expected for promotions, e.g., Assistant Commandants take 25 years to become Commandants, but should take 13 years; DIGs take 31 years to get promoted but should take 21 years.
The Ministry of Home Affairs controls the CAPF cadres.
