The Centre encouraged States to implement land and industrial reforms by linking them to interest-free loans for capital investment.
This was done under the Special Assistance Scheme launched in 2020, offering 50-year interest-free loans.
States received full funding only if they completed certain reforms, like road building, land digitisation, urban reforms, and asset monetisation.
The scheme started with ₹12,000 crore in loans and has increased to ₹1.5 lakh crore for 2025-26.
22 States updated building rules for industrial plots; 18 of them reduced land wastage (from setbacks and parking rules) to under 30%.
Previously, outdated rules forced companies to leave nearly 50% of land unused for setbacks and parking.
Now, more efficient land use is possible due to revised regulations.
90% of land maps (cadastral maps) showing ownership boundaries have been digitised.
30% of land parcels now have Unique Land Parcel ID Numbers.
91% of Records of Rights (ownership documents) have been digitised — a big step in improving land transparency and management.
