The Union Home Ministry directed States to conduct civil defence drills in 244 vulnerable districts, down to village level.
Exercises will include air-raid warnings, blackouts, evacuations, camouflaging vital installations, and establishing hotlines with the Air Force.
Civilians will be trained in civil defence; police, NCC, NYKS, and student volunteers will participate.
States must activate control rooms, fire services, warden systems, and clean existing bunkers and trenches.
Drills will run nationwide from May 7 to May 9, involving around four lakh Civil Defence volunteers.
The Ministry says civil defence is vital for national passive defence, especially with rising geopolitical threats.
Camouflaging includes switching off lights near key installations to avoid detection.
