Key Highlights from the News

• ഇന്ത്യയിലെ വിമാന അപകടങ്ങൾ അന്വേഷിക്കുന്ന സ്ഥാപനമായ എയർക്രാഫ്റ്റ് ആക്‌സിഡന്റ് ഇൻവെസ്റ്റിഗേഷൻ ബ്യൂറോ (Aircraft Accident Investigation Bureau - AAIB), നിയമപരമായി സ്വയംഭരണാധികാരമുള്ള (autonomous) സ്ഥാപനമാണെങ്കിലും, യാഥാർത്ഥ്യത്തിൽ സിവിൽ ഏവിയേഷൻ മന്ത്രാലയത്തിന് (Ministry of Civil Aviation - MoCA) കീഴിലാണ് പ്രവർത്തിക്കുന്നത്.

• സിവിൽ ഏവിയേഷൻ മന്ത്രാലയം തന്നെയാണ് വിമാനക്കമ്പനികളുടെയും, ഡയറക്ടറേറ്റ് ജനറൽ ഓഫ് സിവിൽ ഏവിയേഷൻ (DGCA) പോലുള്ള റെഗുലേറ്ററി ബോഡികളുടെയും മേൽനോട്ടം വഹിക്കുന്നത്. ഇത് വ്യക്തമായ conflict of interest-ന് കാരണമാകുന്നു.

• റെയിൽവേ അപകടങ്ങൾ റെയിൽവേ മന്ത്രാലയമല്ല, മറിച്ച് കമ്മീഷണർ ഓഫ് റെയിൽവേ സേഫ്റ്റി (Commissioner of Railway Safety) ആണ് അന്വേഷിക്കുന്നത്. എന്നാൽ വ്യോമയാന രംഗത്ത് ഈ വേർതിരിവില്ല.

• അപകട റിപ്പോർട്ടുകളുടെ പ്രധാന ലക്ഷ്യം ഭാവിയിലെ അപകടങ്ങൾ തടയുക എന്നതാണ് (prevent future accidents), അല്ലാതെ കുറ്റക്കാരെ കണ്ടെത്തുക എന്നതല്ല (not to assign blame). എന്നാൽ പോലീസ്, കോടതി തുടങ്ങിയ നിയമ സംവിധാനങ്ങൾ AAIB റിപ്പോർട്ടുകളെ തെറ്റായി ഉപയോഗിക്കുന്നു.

• പലപ്പോഴും അപകടങ്ങളുടെ ഉത്തരവാദിത്തം പൈലറ്റുമാരുടെ മേൽ ചുമത്തി (pilot error) എയർലൈനുകൾ, മെയിന്റനൻസ് ഏജൻസികൾ, എയർ ട്രാഫിക് കൺട്രോൾ തുടങ്ങിയ മറ്റ് സ്ഥാപനങ്ങളെ രക്ഷിക്കാൻ ശ്രമിക്കുന്നു.

• 1997-ലെ എയർ മാർഷൽ ജെ.കെ. സേത്ത് കമ്മിറ്റി റിപ്പോർട്ട് (Air Marshal J.K. Seth Committee Report) വ്യോമയാന രംഗത്തെ പല പ്രശ്നങ്ങളും തുറന്നുകാട്ടിയെങ്കിലും, അത് മൂടിവെക്കപ്പെട്ടു.
