Kerala Cabinet approved a draft Bill allowing private universities in the state.
Only credible and experienced educational agencies can apply to establish private universities.
Multi-campus universities must have their headquarters on at least 10 acres of land.
Appointments for leadership positions, including Vice-Chancellor and faculty, must follow UGC and state guidelines.
40% of seats in each course will be reserved for students permanently domiciled in Kerala, with SC/ST reservation rules applying.
SC/ST students will receive fee concessions and scholarships.
Applicants must submit a project report with land and resource details, along with a processing fee, to the government.
