Clarification of Forest Boundaries
The court is hearing petitions challenging the 2023 amendments to the Forest (Conservation) Act, 1980, which critics argue dilute the definition of 'forest.'
The court reaffirmed that 'forest' should have a broad, inclusive meaning, covering undeclared forest lands as per its 1996 ruling in the TN Godavarman Thirumulpad case.
The Centre said the amendments expanded 'government records' to include locally recognized forests, not to reduce forest area.
The court has directed that states and UTs prepare a consolidated record of forest lands, which will take one year, ensuring a clear understanding of forest boundaries.
